Governance

The Association is governed by a Council of Management (the “Council”) with the support of committees and a group of specialists serving as honorary advisers. The Council is headed by Mr Edward Yau, GBS, JP as Chairman. All Council and committee members are volunteers. They are professionals from various fields in the business, legal, education, accountancy, public relations/media, social work, medical and the banking sectors.

The Council

The Council is the highest level of authority of the Association. It oversees the overall operation of Hong Chi Association and delegates the day-to-day management to the General Secretary and all staff. The Council has oversight of the Association to ensure that its vision and mission are achieved through the implementation of strategies, policies and procedures.

The Audit Committee

The Audit Committee is set up by the Council to review the operations of the Association and to ensure that the management has put in place systems of proper internal control in compliance with Association’s policies and procedures.

 

The Business Development Committee

The Business Development Committee is an advisory committee set up by the Council to advise on the business development strategies, initiatives and plans for the development of social enterprises of the Association. It also advises on matters related to the management and operation of social enterprises of the Association, with reference to the policies and objectives as set by the Council.

 

The Communications and Fund Raising Committee

The Communications and Fund Raising Committee is an advisory committee set up by the Council to oversee the strategic planning of media and fund raising initiatives of the Association. Its role is vital in promoting and educating the public about people with intellectual disabilities. Its annual fund raising income has enabled the Association to fund many new and innovative projects for people with intellectual disabilities.

The Education Executive Committee

The Education Executive Committee is an advisory committee set up by the Council to oversee and advise on the development and quality of service of the Association's special schools. Members of the Committee, who are volunteers from different professions, will also advise on school management to ensure the realization of our mission in special education.

The Executive Committee

The Executive Committee addresses issues that require urgent attention on behalf of Council between Council meetings.



 

The Legal Committee

The Legal Committee is set up by the Council to advise on issues which may result in legal exposure to the Association, such issues which may pertain to the Association's governance and policies, including human resources and employees matters routinely encountered by the Association.
 

The Services Management Committee

The Services Management Committee is an advisory committee set up by the Council to oversee the services projects of the Association in compliance with the regulations of Social Welfare Department. Members of the Committee are volunteers in different professions and disciplines, bringing a wealth of knowledge to the management of the 69 services for children and adults with intellectual disabilities.
